Michael W. Quinn

I am a retired Minneapolis Police Sergeant and sole proprietor of Booksbyquinn, also doing business as Quinn and Associates, Publishing and Consulting. I have a BA degree in Training and Human Development with an emphasis in criminal justice.

I served from 1975 to 1999 with the Minneapolis Police Department. I served in a variety of assignments that included uniformed patrol as an officer and Supervisor, investigations, plain clothes and undercover work, including two years in Internal Affairs. For 17 years I was member of the Emergency Response Unit (ERU), now known as the SWAT Team. This was a part-time unit and officers were called in from their regular assignments as necessary. During that period I served over 300 high-risk warrants and participated in a number of barricaded suspect and hostage situations. From 1980 till 1994 I was the lead Chemical Agents Instructor. For an 18 month period I was the full time Coordinator/Executive officer for ERU. I also was assigned, on a part-time basis, for 8 years to the joint FBI/Minneapolis SWAT Team. My last 4 years on the department I was the Supervisor of the Minneapolis Police Academy. From September 2000 till February 2002 I was the Deputy Director of Minnesota Police Corps Program where I was responsible for the development and implementation of a 22-week residential academy for police officers. From May 2004 to August 2005 I was a Court Security Officer at the Minneapolis Federal Courthouse where my duties included the safety and security of the court and persons in the courthouse. January 2006 – September 07- I was Special Deputy U.S. Marshal contract guard. Responsible for safety and security judges, prisoner transport, and processing.

ACHIEVMENTS:

  • Supervised two of the highest profile units, Robbery Decoy Unit and Repeat Offender Progam, in the Minneapolis Police Department in a coordinated effort with multiple departments and jurisdictions without any complaints of racist language or excessive force.
  • Worked for over two years in Internal Affairs handling police misconduct complaints.
  • Supervised the Minneapolis Police Academy and in a consensus building style used citizen and police input to develop and implement new and innovative training for police officers.
  • Supervised the design and development of the federally sponsored Police Corps Academy under the auspices of the Department of Public Safety to include program design, curriculum development, facilities management, professional and technical services contracts and lesson delivery.
  • Served as coordinator of the Minneapolis Police Emergency Response Unit, responsible for hostage situations, barricaded suspects and special events requiring high security.
  • Represented the Police Corps at the national and local level with Federal Program Directors, Police Chiefs, County Sheriffs, and educational professionals in the development and implementation of the Police Corps Academy.
  • Published author of police training materials and Walking With the Devil: The Police Code of Silence (2005).

Testified as expert witness for

  • 1) Minneapolis Police Civilian Review Board on officer misconduct complaints.
  • 2) City and County Attorney’s Office regarding police officer use of force and department policy issues in both civil and criminal trials and disciplinary hearings.
  • Consultant on police use of force, training, and code of silence.
  • Wrote a Monthly Ethics Column for Officer.com for a period of two years

Ethics Lecturer/Guest Speaker – Lecturing on police ethics for police managers, steet officers, Civilain Review investigators, and college classes in the United States and Canada.

Mike is the recipient of numerous awards, including departmental Commendations, Awards of Merit, and a Unit Citation; an Outstanding Service Award from the FBI, a Leadership award from the Urban League, two Meritorious Masts from the United States Marine Corps, and the Lifetime Achievement in Law Enforcement Training award from the Association of Training of Officers of Minnesota. He is an acknowledged contributor to The Tactical Edge by Calibre Press and he regularly teaches and has testified as an expert witness on such topics as Self Defense for Civilians, Search and Seizure, Firearms, Rappelling, Defensive Tactics, Pressure Point Control Tactics, Deadly Force, Chemical Agents, High Risk Warrants and SWAT Tactics.

Mike is an active member of the Hibbing Community College Law Enforcement Advisory Board, former adjunct faculty member at Rasmussen College, a current member of the International Association of Ethics Trainers, and former ethics columnist for Officer.com, Mike is still trying to make a difference in police training. A lifelong resident of Minneapolis, Mike lives with his wife of 40 plus years, with whom he shares a love for mountain biking, fishing, hunting, and the great outdoors.

Allen Garber

Al Garber retired as United States Marshal for the District of Minnesota on December 31, 2006. His career spanned 44 years.

Al served 5 years in the US Army attaining the rank of Captain. He served in the Infantry and the Military Police Corps. He was an Airborne Ranger and had duties which included platoon leader, executive officer and company commander. His combat experience was gained during a 13 month tour of duty withe US Army's 1st Cavalry Division in Vietnam.

He was an FBI Agent for 26 years as Agent and Supervisor. The majority of his duties involved investigation of violent crimes, apprehension of violent fugitives, Special Weapons and Tactics, firearms instructor, and defensive tactics instructor. He was the Supervisor of the Jacob Wetterling kidnapping investigation. As a police instructor Al taught thousands of law enforcement officers in the fields of arrest techniques, SWAT, use of force, firearms, defensive tactics, and leadership. He was the first supervisor of the original Minnesota Fugitive Task Force, and the joint FBI/ Minneapolis Police SWAT team.

The next portion of his career was spent as Chief of Police of the Champlin, MN Police Department. The Champlin Police Department had 23 sworn and 15 non sworn personnel. During his tenure as Police Chief, Al testified as an expert witness in the use of force. He also conducted reviews of several high profile incidents for the Minneapolis Police Department when the MPD was looking for an unbiased and professional opinion.

In 1999 Al was appointed Commissioner of the Minnesota Department of Natural Resources by Governor Jesse Ventura. As Commissioner he had the opportunity to lead approximately 4000 employees, manage a $250 million budget, and work closely with elected officials and interest groups.

In 2002 Al was appointed United States Marshal for the District of MN by President Bush. The USMS is responsible for security at federal buildings and courthouses , as well as for Federal Judges, US Attorneys, and other officials. The service was also very active in the fugitive apprehension effort. Marshal Garber established a close working relationship with the Federal Judges. During his tenure, the USMS in Minnesota worked closely with area Police Departments, particularly the Minneapolis Police, and other Federal and State law enforcement agencies to fight violent crime. The only USMS/MPD/St Paul PD/ATF SWAT team in the country was established.

Al Garber is available to consult with law enforcement agencies and others in the areas of expertise he has developed.
